Zoning Permits

Obtaining a zoning permit is one of the first steps in the development process. Zoning permits are required for new construction, additions/alterations to existing structures, and change of use or occupant projects. Note: A zoning permit must be approved before a new address is assigned or before Environmental Health or Building permits can be issued.

Residential and commercial zoning permits can be applied for online through the Citizen Portal, via email or in person. Zoning permits are issued between 8:30 AM and 4:00 PM Monday through Friday. Other permits, including Special Use permits and permits that require a major site plan, can be applied for in person or via email at this time.

Getting Started 

  • Check GoMaps to see which zoning district your property is in.
  • Check the Table of Permitted and Special Uses to see if your intended use is allowed in your zoning district and if there are supplemental requirements. 
  • Create your site plan based on the supplemental requirements for your intended use. All zoning permits require a minor or major site plan.
    • If your intended use requires a major site plan, please call (828) 694-6555 and schedule an appointment with Matt Champion to discuss your project. This step is a required pre-application meeting and will save you from having to redo your site plan. 
  • Fill out an application (Note: an application is not required if submitting through the Citizen Portal).
  • Submit your application and site plan for review online, via email or in the office.

  • Upload your site plan/documents and complete application online in the Citizen Portal. For information about how to set up an account click here. Note: If you need an address assigned, be sure to apply for a Property Addressing permit through the Citizen Portal as well.
