Henderson County 2020 Comprehensive Plan
What is a Comprehensive Plan?
A comprehensive plan is a long-range roadmap for the future of a community which examines and makes recommendations on a variety of planning activities such as land use, transportation, utilities, infrastructure, community facilities, housing, the environment, recreation, economic development, and more. It provides information about conditions, and trends and issues in a community and identifies actions needed to address such issues.
A comprehensive plan is not regulatory in and of itself, rather it:
- serves as a guide for future growth and development,
- provides a basis for decision-making, problem-solving and policy development by government officials,
- establishes priorities for government projects, and
- informs people of a community's intentions regarding its future.
The Henderson County 2020 Comprehensive Plan
The Henderson County 2020 Comprehensive Plan (CCP) is the latest of a series of County comprehensive plans (prior plans occured in 1977 and 1993). The CCP was developed at the direction of the Henderson County Board of Commissioners. Others invovled in the development of the CCP includeed:
- Henderson County Comprehensive Plan Advisory Committee: small group specifically appointed by the Commissioners to work on the CCP;
- Community Committee: large group representing a broad range of organizations and interests throughout the County;
- Henderson County Planning Board: provided general input regarding the direction of the plan; and
- The Public: providing input that served as a primary foundation for the plan.
The CCP is intended to provide guidance for a broad range of decisions made by government and the private sector for the next 20 years. Residents can look to the CCP for an understanding of the direction of County policies.
The Couny will work to implement the CCP through the development of "Community Plans". Community Plans will essentially be mini-comprehensive plans for each community which will likely contain detailed goals, objectives and recommendations regarding land use and other issues.
Comprehensive Plan Amendment Process
The CCP is intended to be a "living document"--one that is reviewed and revised periodically to ensure it remains valid and useful. The Community Plans will likely result in changes to the CCP as a whole. In order to accomodate these anticipated changes to the CCP, the Board of Commissioners adopted an official Comprehensive Plan Amendment Process. This process provides scheduled review of the CCP annually, and also provides for major revisions every five (5) years.
The CCP was reviewed and officially amended on April 7, 2008.
