Veterinary Technician — Animal Services

Performs responsible work providing health
care to animals housed in the County’s animal shelter. Monitors,
records, and provides health care to animals; administers tests,
vaccinations and medications; provides adoption counseling; maintains
statistical data and prepares monthly reports. Complies with federal,
state, and local laws and regulations, local animal control and
health ordinances and department policies and procedures.
Requires thorough knowledge of the care, control, and handling
of dogs, cats and other small animals; federal, state and local
laws and regulations applicable to the operation of an animal
shelter; custodial/maintenance needs of a shelter facility, equipment
and grounds principles and practices of animal shelter operation,
sanitation and disease control. General knowledge of various breeds
of animals; symptoms of common animal diseases; humane euthanasia
standards and certification requirement; ability to recognize
signs of rabies and other common diseases of animals; ability
to prepare reports and maintain accurate records; ability to operate
equipment necessary for the position, including computer; ability
to effectively communicate orally and in writing; ability to attend
work regularly.

Assessor’s Office |
Hourly rate: $15.20 - $17.48 depending upon
qualifications |
Performs intermediate technical and paraprofessional
duties in the Land Records Division of the Assessor’s Office.
Prepares and maintains digital cadastral maps, digital lays of
amp information, and related spatial data; plots and prints recorded
deeds and subdivision plats; interprets source data; resolves
unidentified land descriptions; interprets legal descriptions;
reviews plotted deeds and associated parcels for accuracy; thoroughly
documents all changes made on system and forwards information
to be encoded; assists citizens. Work is performed under regular
supervision. Reports to the Land Records Supervisor.
Requires thorough knowledge of computer systems, operations, data
entry, and applications, including the GIS program; general knowledge
of principles, practices, and techniques used in mapping real
property; general knowledge of County geography; ability to read
and interpret various land maps; ability to efficiently operate
common office, mapping, and other related equipment and software
required by position; ability to communicate effectively orally
and in writing; ability to attend work regularly; excellent interpersonal
skills. Requires any combination of education and experience equivalent
to graduation from a four (4) year college in geography, cartography,
surveying, or other related field, and some experience in technical,
cartography, surveying, and GIS work, preferably involving public
contact. Must complete within one (1) year of employment the North
Carolina Fundamentals of Listing and Assessing course, certification
as a Mapper by the North Carolina Property Mapper’s Association;
and within two (2) years of employment State Certification as
a Mapper and the IAAO Course I, Fundamentals of Real Property
Appraisal.

Office Assistant III — Animal Services
Department |
Start Pay: $11.55 - $13.27 depending upon qualifications |
Provides specialized clerical support to
the Animal Services Department. Work includes assisting citizens
and callers by providing information regarding adoptions, reclaim
of animals, State and County animal control ordinances; receives
cash and checks for adoptions, reclaims and other departmental
services; enters, updates, maintains, and retrieves information
from manual and computerized record keeping systems; creates,
composes and maintains various inventories, reports, letters,
files and other records. Reports to Animal Services Director.
Requires some knowledge of principles and practices of animal
control; rules regulations, policies and procedures of County
ordinances pertaining to animal control; ability to interact effectively
with the public; ability to make arithmetic calculations and post
figures to accounting records and prepare reports; ability to
attend work regularly; some knowledge of computerized office software
and database maintenance; excellent interpersonal skills. Requires
any combination of education and experience equivalent to high
school diploma and related clerical experience. Must possess an
appropriate valid North Carolina driver’s license. |

Coordinator — Soil & Water Conservation District |
Start rate: $14.61 – 16.79 depending
upon qualifications |
Under regular supervision performs intermediate
technical and administrative work in County Soil and Water Conservation
District programs, including the NC Agricultural Cost Share Program;
plans and implements the District’s educational program.
Prepares conservation plans and assists with contracts in accordance
with District policy and the Natural Resources Conservation Service
partnership. Plans, implements and presents the District’s
educational programs and oversees the public relations aspect
of the department. Provides technical and administrative support
to the Soil & Water District Board and Henderson County Agricultural
advisory Board at monthly meetings and to the supervisors and
other departmental staff. Reports to the Soil & Water District
Director/Conservationist.
Requires any combination of education and experience equivalent
to graduation from high school supplemented by college level course
work in agriculture, forestry, engineering, biology, environmental,
or natural resource sciences or related field and some experience
in agriculture, forestry, or implementation of soil conservation
practices; general knowledge of the practices, methods, and techniques
of agriculture and forestry operations, planning and application
of soil, water, and related resource conservation and development
activities; some knowledge of tools and supplies used in soil
and water management; ability to recognize types of soils and
determine soil content and suitability for various uses; ability
to use measurement tools and interpret and apply technical data;
thorough knowledge of the geographic layout of the County; skilled
in the use of geographic information systems and work-related
computer software packages, office equipment, and other technology
used to perform position duties; ability to research, compile,
analyze, and present information and recommendations; ability
to read and interpret topographical and other maps; ability to
communicate effectively orally and in writing; ability to safely
and efficiently operate a motor vehicle; ability to attend work
regularly, excellent interpersonal skills.

Start Salary Range: $21.63 - $24.86 depending

Under regular supervision performs professional-level
work involving the Henderson County Geographic Information System
(GIS). Coordinates, oversees development, implementation, and maintenance
of GIS data layers, projects, and applications; coordinates GIS
project development; develops GIS web pages; provides technical
support and training to GIS users. Reports to the Information Technology
Director.
Requires working knowledge of ESRI’s ArcGIS current versions
of software; general knowledge of repair and maintenance of computers
and related equipment; general knowledge of operation and capabilities
of hardware, software, and network applications; general knowledge
of network development, methods, and technology; ability to coordinate
the work of others; ability to analyze and develop solutions for
complex network hardware/software problems; ability to effectively
train end-users; ability to communicate effectively orally and in
writing; ability to attend work regularly; excellent interpersonal
skills required. Requires any combination of education and experience
equivalent to graduation from college with course work in geography,
GIS, computer science, computer programming, engineering, cartography,
surveying, natural resource management, urban planning, or related
field and considerable knowledge in technical, cartography, or GIS
related work; experience with earlier versions or other similar
software applications. |
