			<attraccr>Attributes are taken from court records and offenders word of mouth description of their address.  While some addresses given may be valid to the post office some addresses do not correspond to Henderson County's official Property Addressing Database.  In these cases, the offenders should report to the Property Addressing Office to get an official address.</attraccr>

		<logic>This addressing data is know to contain some positional accuracy problems.  Addresses have been mapped without accurate site plans as a control.  Hence from mapping off the best available source, which in some cases was just a rough sketch, there are some shifts that are being corrected as they are found.</logic>
		<complete>This data does not contain unknown addresses, 'wrong' addresses (not in the addressing database), or offenders in prison outside of Henderson County.  This data is continutally updated in the North Carolina State Registry for Sex Offenders.  The GIS data is updated weekly on the GIS Online web site.  These omissions should be referenced when comparing our data to the NC Sex Offender Registry web site.</complete>

				<procdesc>1. Convicted Sex Offender must register with the Henderson County Sheriff's Department. DAILY  (Sex Offender)
2. The address given by the Sex Offender is validated against the Henderson County GIS Online site by the LEO Support Services Director.  DAILY (LEO Support Services Director)
3. If the address is a valid Henderson County address, the data is entered into the VisionAir RMS Database and the State Sex Offender Registry Database.  DAILY (LEO Support Services Director)
4. If there is a conflict with the address validation, the Sex Offender must work with the Property Addressing Coordinator to ensure an official Henderson County e911 address is being used by the Sex Offender.  Step 2 is then repeated.  AS NEEDED (Property Addressing Coordinator)
5. Registered Sex Offender data is exported from the VisionAir RMS Database on Wednesday mornings in Excel file format.  WEEKLY (LEO Support Services Director)
6. For any changes or additions to the Sex Offender data in the SBI system, new PDF files are created from the North Carolina Sex Offender &amp; Public Protection Registry website, using a full version of Adobe Acrobat 7. The PDF files contain each sex offender's name, description, photo, and criminal information. WEEKLY (LEO Support Services Director)
7. The Excel file and any new or updated PDF files are then emailed to the GIS Analyst by noon on Wednesdays for preparing for the web.  WEEKLY  (LEO Support Services Director)
8. Once received, the Excel file is opened and saved in .dbf (dbase IV) format to use with ArcGIS.  WEEKLY  (GIS Analyst)
9. Any new or updated PDF's are placed in the appropriate folder (D:\Data\Images\Sex_Offender_PDFs) on the GIS web server to be linked to from the Sex Offender layer. WEEKLY (GIS Analyst)
10. A geocode or address matching function is applied to the .dbf file to match it against the Henderson County Addressing Data that is supplied weekly by the Property Addressing Coordinator.  This process creates a GIS file of points that is a combination of geometry from GIS and attributes from the Excel file.  WEEKLY  (GIS Analyst)
11. If there are addresses that do NOT match 100% with the Henderson County Addressing Data, these addresses are reported by email to the LEO Support Services Director to repeat Step 4.    AS NEEDED (GIS Analyst)
