<attraccr>Data for attributes was transferred from recorded deeds and plats.  Unrecorded plats also used for accuracy reference.  Control is also provided by referencing quality standard orthophoto base maps during the mapping process.</attraccr>

<logic>Software checks for topology consistency and is run during the mapping process on an ad hoc basis due to changes in topology in ArcGIS 9.  Checks for polygon error and reports.  Ensures there are no dupliate lines, gaps or overlaps.  Data is managed by ArcSDE in an enterprise Geodatabase versioned environment.  This parcel data is known to contain some positional accuracy problems.  Parcels have been mapped from 1992-2001 without digital aerial photography as a control.  Hence from "mapping in the trees" there are some "tie-in" shift that are being corrected.</logic>

<procdesc>Contrator to Henderson County produced rectified orthoimagery in 1984 at scales of 1"=100' 1"=200' and 1"=400'. Existing assessments were reasearched for current owners legal documents. Indexes and plats were duplicated from the register of deeds. Assessment and document information were encoded and delivered to vendor on tape. Vendor conducted initial field lineup and cadastral compilation. Performed field research on difficult to locate and/or map parcels. Maps were manual at the time of implementation. Further clean up for unmapped parcels and unknown owners was conducted in house through mailings. Maintenance was brought up to date and acreage reconciliation was performed. 1991 maps were digitized by a vendor according to the North Carolinas Land Records Management Program "Technical Specification for Base, Cadastral, and Digital Mapping, October 1987 ". Map layer components were captured as itemized in section 12.01. The data was topologically structured during digitizing. Quality control was accomplished by visually inspecting check plots of the digitized data.</procdesc>

<procdesc>STRINGS data were converted to ARC/INFO export file format using conversion utility provided by Understanding Systems, Inc.  Interchange files were then imported into ARC/INFO format.  Subsequently, all map tiles for the county were combined into one layer and neat lines were dissolved based on PIN numbers.  Contractor then proceeded to clean up data as needed on a sheet-by-sheet basis.  Once this step was completed, a map library was built and all relevant data placed within that framework.  Library layers are: parcels (includes all relative annotation), county line, hydrography, right-of-ways, lot lines, leader lines, and parcel hooks.  Tolerances for all layers were set at 0.01 feet and the projection for all layers is stateplane, NAD83.  As designed, the only attribute of consequence within the parcel layer is ALPHA (the PIN number), a 14 digit unique identifier.  Once library creation was completed, staff was trained in the necessary maintenance procedures.  Numerous macros (Arc Macro Language - AML) were written which created menus and shortcuts for more efficient maintenance procedures.  Finally, detailed documentation was provided illustrating menu design and maintenance concepts.</procdesc>
