			<purpose>This data set was created to help the Henderson County Planning Department better serve County residents by making this data available via a GIS data set.</purpose>
			<supplinf>This GIS data set was created to delineate the floodway fringe and floodway information within this jurisdiction.  Users of this map are hereby notified that public primary information sources should be consulted for variation of the information contained in this data.  The County assumes no legal responsibility for the informaiton contained in this data.  The hardcopy FIRMs are still considered the legal map and official source of this information.</supplinf>

		<logic>These data were created via on-screen digitization utilizing scanned flood maps obtained from FEMA.  All care was used to ensure accuracy.  Hardcopy FIRMs were used to double-check the scanned images.  Two different people QC'ed the information on the consultant side and another higher level QC was done on the Henderson County side to ensure accuracy.</logic>
		<complete>This data set is complete.  Due to the inconsistency of the scanned documents, some generalizations were made along map boundaries where the referenced images did not line up perfectly.  The cross-sections from the Floodway maps are not included in this dataset at this time.</complete>

				<srccontr>All information in this GIS data set was pulled off this digital scanned image of the FIRMs and verified with the hardcopy paper FIRMs.</srccontr>

				<procdesc>1)  Scanned flood plain maps were purchased from http:\\www.FEMA.gov.
2)  Scanned maps were registered / rectified using  (a) stream data acquired from the NC CGIA and (b) street centerline data acquired from Henderson County.  This was done using the 'Georeferencing' toolbar in ArcMap 9.0.  CGIA Stream data were acquired at 1:24,000.
3)  Flood plain boundaries were digitized into a line shapefile.  Snapping was used to ensure clean data at the time of capture.
4)  Once the digitizing was completed, said shapefile was put into a personal geodatabase.
5)  Within the geodatabase, a blank polygon feature class was created as well as a topology class.
6)  Next, the digitized lines were converted into polygons utilizing topology.
7)  A text field ("CODE") was created and polygons coded according to the values found on the scanned flood maps.
8)  Flood way data, previously created for Henderson County, was appended to the newly created flood plain data.  Some manipulation of the flood way data was done to ensure that flood ways fell inside of flood plain polygons.  This was done 'heads-up', using county orthophotos and CGIS stream data for reference.
9)  Geoprocessing tools were used to buffer all flood plain features (Zone A) by 250 feet.  That new zone was then coded accordingly.
10)  A new field and subtype based on that field were created encompassing all possible values.
11) An intersection procedure was done to capture the flood map references into the attribute table.
12)  Metadata was created.</procdesc>
