County uses this manual for the requirements of it's stormwater phase II post-construction program.

The purpose of the post-construction stormwater management program is to manage stormwater runoff from new development/redevelopment that drains to a permitted stormwater system and disturbs an acre or more of land surface, including projects less than an acre that are part of a larger common plan of development or sale. We recommend reintroducing runoff from impervious surfaces into the natural environment as close to the surfaces as possible. The program also is required to provide a mechanism to ensure long-term operation and maintenance of BMPs and that controls are in place to minimize water quality impacts.
Henderson County adopted and approved a post-construction stormwater management ordinance, included in the Code of Ordiances, on September 1, 2010. Henderson County enforces and implements the requirements of the ordinance for post-construction stormwater management and only allows the use of stormwater quality BMPs designed in accordance with the NCDENR Stormwater Best Management Practices Manual unless prior approval has been obtained from the DEQ's NEST Program. Additionally, Henderson County requires annual operation and maintenance (O&M) reports from BMP owners and implements long term O&M by legal documentation.
