Area Mental Health Resolution
[HISTORY: Adopted by the Board of Commissioners of Henderson County. Amended 2-5-2001.]
This RESOLUTION
adopted by the Henderson County Board of Commissioners ("Board") on
October 2, 1975 ("1975 Resolution"), the Board agreed to establish an area mental health program
as allowed by N.C.G.S. Chapter 122C, Article 2, to serve the citizens of both Henderson County and
Transylvania County, the area mental health program now doing business as TREND Mental Health
("TREND"); and
WHEREAS, pursuant to the 1975 Resolution, an area mental health board was established, with
the membership to consist of ten (10) members which would be citizens of Henderson County, and five (5)
members which would be citizens of Transylvania County ("TREND Board"); and
WHEREAS, upon information and belief, the 1975 Resolution was adopted by the Transylvania
County Board of Commissioners also; and
WHEREAS, by actions subsequent to the 1975 Resolution, the membership on the TREND
Board was expanded to eighteen (18) members, twelve (12) members being citizens of Henderson County,
and six (6) members being citizens of Transylvania County; however documentation supporting such
actions has been lost; and
WHEREAS, it is the desire of the Henderson County Board of Commissioners to properly
document the current membership and to add three (3) members to the TREND Board, said new members
to consist of two (2) citizens from Henderson County, and one (1) citizen from Transylvania County;
NOW THEREFORE BE IT RESOLVED
by the Henderson County Board of Commissioners as follows:
1.
The existence of an eighteen (18) member TREND Board prior to the date of this
Resolution, consisting of twelve (12) members who are citizens of Henderson County, and six (6) members
who are citizens of Transylvania County is hereby ratified.
2.
The membership of the TREND Board shall be expanded by three (3) members, the
expansion of membership to consist of two (2) new members which shall be Henderson County citizens,
and one (1) new member which shall be a Transylvania County citizen.
3.
The total membership of the TREND Board shall be twenty-one (21) members. Further
expansion of the TREND Board shall only occur by agreement of the Henderson County Board of
Commissioners and the Transylvania County Board of Commissioners, as required by N.C.G.S. 122C-
4.
This Resolution shall be effective upon adoption.
