STATE OF NORTH CAROLINA BOARD OF COMMISSIONERS
COUNTY OF HENDERSON MAY 23, 2003
The Henderson County Board of Commissioners met for a special called meeting at 1:00 p.m. in the Commissioners= Conference Room of the Henderson County Office Building.
Those present were: Chairman Grady Hawkins, Vice-Chairman Larry Young, Commissioner Bill Moyer, Commissioner Charlie Messer, Commissioner Shannon Baldwin, County Manager David E. Nicholson, and Clerk to the Board Elizabeth W. Corn.
Also present were: Budget and Management Director Selena Coffey, Finance Director J. Carey McLelland, and Deputy Clerk to the Board Amy Brantley.
CALL TO ORDER/WELCOME
Chairman Hawkins called the meeting to order at 1:04 p.m. and welcomed all in attendance. The purpose of this meeting was the Board=s first Budget Workshop for FY 2003-2004.
SETTING OF ADDITIONAL BUDGET WORKSHOPS
Chairman Hawkins asked the Commissioners to look at their calendars so they could set a couple more budget workshops at this time. Following discussion Chairman Hawkins made the motion to set budget workshops for Friday, June 6th at 3:00 p.m. and Friday, June 13th at 3:00 p.m. All voted in favor and the motion carried.
REVIEW OF REVENUES
David Nicholson reviewed revenues with the Board, stopping to answer questions as necessary. He reviewed pages 2 through 64 of the Line Item Detail for the FY 2003-2004 Budget which included all revenues.
Particular attention was paid to the Tax Rate Calculation (Appendix A of the Executive Summary of the Budget) with Mr. Nicholson=s recommended tax rate being 46 cents per $100 valuation. There was discussion of Zero Based Budgeting. There was also discussion of the possible Mills River Incorporation and the effect that will have on the County Budget.
There being no further business to come before the Board at this time, Chairman Hawkins made the motion to adjourn the meeting at 3:00 p.m. All voted in favor and the motion carried.
The next Budget workshop is scheduled for Wednesday, May 28 at 6:00 p.m.
