Cane Creek Water & Sewer District Board met for a regular meeting at 9:00
a.m. in the Commissioner’s Meeting Room of the Henderson County Historic
present were: Chairman Bill Moyer,
Vice-Chairman Charlie Messer, Commissioner
Also present were: Associate County Attorney Sarah Zambon, Finance Director J. Carey McLelland, County Engineer Marcus Jones, Planning Director Anthony Starr, PIO Christy DeStefano, Planner Autumn Radcliff, Solid Waste Manager Will Sager, Library Director Bill Snyder, Construction Manager David Berry, and Environmental Health Supervisor Seth Swift.
CALL TO ORDER
Chairman Moyer called the meeting to order.
Commissioner McGrady made the motion for the Board to convene as Cane Creek Water & Sewer District Board. All voted in favor and the motion carried.
2009 FEASIBILITY STUDY CONTINUATION – HENDERSON COUNTY SOLID WASTE
County Engineer Marcus Jones stated as directed by the Board during the September 8, 2009 meeting, staff has negotiated an amendment to the engineer agreement with William G. Lapsley & Associates to perform the FY09 Drainage Basin Study. The amendment is to add an evaluation of the District’s treatment alternatives.
A proposed amendment document was distributed during the meeting and is attached hereto and incorporated as part of the minutes.
Marcus Jones reviewed six (6) options on the first page of the study and noted that additional alternatives may be identified in the process of performing the study. The fee schedule proposed ranges from $85,000 to $100,000. During meetings in the next couple of weeks with potential alternatives; the City of Hendersonville and the Metropolitan Sewer District (MSD), they feel the scope focus can be brought down to one number. Information is due from MSD on projections for the upgrade of the interceptor between our system and their system, and the options with the City of Hendersonville may be restricted by the capacity of Mill Creek. Support from the Board would obviously provide some leverage for staff when talking with other entities to finalize the scope.
Commissioner McGrady stated with respect to paragraph three (3) of the study, he would like to expand the scope slightly to read that other options are available relating to property that we currently own that can only be used for sewer.
3.) Construction of a new treatment facility in north Henderson County or utilization of the Bent Creek property in South Buncombe County.
Marcus Jones stated this would be paid out of the Enterprise Fund which would be brought before the Board of Commissioners as a budget amendment.
Staff requests that the Board authorize the County Engineer to execute the proposed amendment to the agreement with William G. Lapsley to conduct the Drainage Basin Study.
Commissioner McGrady made the motion that the Board authorizes the County Engineer to execute the proposed amendment to the agreement with William G. Lapsley to conduct the Drainage Basin Study per the scope of services as slightly amended in paragraph three *(3). All voted in favor and the motion carried.
Chairman Moyer requested that Commissioner Messer, Marcus Jones and Will Buie brief the advisory board and review the scope in order for them to understand what is happening.
Commissioner McGrady made the motion to adjourn as the Cane Creek Water & Sewer District Board. All voted in favor and the motion carried.
